Fence moved 2 m into public land

The owners of 129 Bridge End apparently moved their fence on 2 metres toward the road, increasing size of their garden unlawfully. It sis not go via planning permission protocol to my knowledge They prepare the house for sale and new owners might inherit an open legal dispute along with the house. The situation may require immediate attention of WDC planning department. Please see phitos of new fence and last picture of the place before the change (taken from Google map)
