Fly tipped caravan in private parking area, being used to take drugs.

Someone has fly tipped a caravan on to a private parking space. We believe they are using it to take illegal drugs, as the smell of cannabis and other noxious chemicals is coming from it. The carpark is now completely deserted as local residents (mostly elderly retirees) are afraid of being confronted. Elderly residents are now forced to park a significant distance from their house, some of whom have disabilities.
