Falling leaves on pavement, road and in gutters

Falling autumn leaves from the council-owned land/green are now collecting on the pavement, road and gutters in Hughenden Drive. Last autumn wet/rotting leaves were left throughout the winter to cover parts of the pavement, road and gather in gutters/cover drains in this flood risk area and create a potential slip risk to residents. Pictures were taken in Feb 2020 showing last years debris (i) removed from the gutter in front of my house and (ii) showing rotting leaves/dirty sediment left along the road.
