Plastic spikes and cement powder on verge of pavement

Sent to Lincolnshire County Council less than a minute later. Council ref: 378583.
Owners have recently put up a new brick wall which is fine, have put stones on the verge next to the pavement, which is partially covering up sheets of plastic spikes, and then covered the stones with powder that looks like cement powder. This is a huge hazard to dog walkers and children, with 3 schools in the close area. Someone will get hurt. Done to try to stop dogs fouling the verge no doubt, but done in a dangerous way, and on public land and not private property.
