Parking and skip on foot/cycle path

I've reported the problems on this stretch of cycle/footpath countless times but the problem persists. Now there is a skip taking up half the path just where the path joins the gabalfa underpass cycle route. Why turn these paths into cycle routes but allow misuse.

  • Received a response form the Council:

    "I have been advised that the cycle way database has been examined and there is no record of a cycle path at this site (vicinity of 332 North Road). The database map shows only a footway and carriageway for this location.

    "I can also confirm that the skip has been inspected and the inspector has found that the skip has been deposited safely, as the footway has sufficient clearance. The skip has also been placed on the footway as the adjacent carriageway is too busy."

    Fact - this route is clearly marked as a shared use path for pedestrians and cyclists. Cars regularly park on it. A skip was also deposited on it taking up over half the width of the path. Have pointed this out to the Council and await their response.

  • Response from Council:

    "We are aware of the problem of vehicles being parked on this cycle route and have identified a scheme in the cycle programme to address it. The design of the scheme has not as yet been developed to a stage for consultation so there are no details that can be sent it to you at the moment, but it is hoped that a suitable solution can be found. The scheme will be subject to funding and consultation, but we hope to be able to identify an option that can be delivered this financial year.

    I can also confirm that the shared cycle/footway is supported by a Traffic Regulation Order. There is also a "No Waiting / No Loading or Unloading Monday - Friday 8am - 9:15am and 4:30pm -6pm" Traffic Regulation Order running along this section of highway. Therefore if vehicles do park so as to contravene the above restriction this can be dealt with by our Civil Enforcement Officers who can be contacted via Connect2Cardiff on the telephone number 02920872087.

    However, if vehicles are parked on the footway outside those hours, obstruction and driving on the footway are problems which can be dealt with under existing national legislation by the Police but not Civil Parking Enforcement Officers. If you wish to report specific incidents to the police they may be contacted on101 the non emergency number.

    With regard to the skip being placed on the Highway, I can advise that a licence must be granted, however if the skip should be placed in an unsafe manner the Authority will instruct the company to move or reposition the skip accordingly. As mentioned in the previous letter, an officer has inspected the skip, and at the time of inspection found it to be positioned safely."
