Check if those bins are smelly from food waste and have the house numbers of places they are not near. The company that does food waste will randomly steal wheely bins from front gardens to consolidate their little food bins for pickup and then the wheelies are just left in a little group where the truck emptied them

I have checked, and there are 4 recycling bins and 1 black bin at the moment, only two of them have numbers (18 and 48). They don't smell of food waste.

If they have numbers on I usually return them to the house. Often they've been dragged around by kids and the house don't know where they are. I also put a note thru the door to say where the bin was and would they pls not leave it put in future. I believe the council only steps in if the bins are un-numbered or you prove it's repeat offending despite asking them not to. Hope that helps x
