Continuous overflowing bin attracting rodents health hazard

This bin is always overflowing and is piled up with dog faeces bags it warm weather the smell is unbearable Living by this bin I have always Collected litter thrown down on the ground when bin overflows but am reluctant in these Covid days Rodents also are seen going over the rubbish The dog poo bags are sometimes open and attract flies I have spoken to the men that empty the bin 3 times a week they know it is a problem and suggest removing the bin as then residents take their rubbish home It is at the top of Norman ave which although a private road is used as a cut through for Henley college students and now trinity has opened its gate opposite the bin I believe it is a health and safety hazard and I will be escalating this matter if it is not urgently addressed It cannot be right in the current climate to have rubbish and dog faeces piling up close to residential properties and a school
