Signs giving misleading info

Sent to Leicestershire County Council less than a minute later. FixMyStreet ref: 2334832.

There have been new signs put up all along Cheshire Drive and Sussex Road saying 20 is plenty at the school, which is a good idea. Though these signs have the 20 in a red bordered circle indicating it is mandatory.

Considering there are no signs showing when the speed limit is 30 again in assuming that they are to make people aware of the speed they're travelling opposed to actually having a reduced speed limit section that the red bordered circle implies?

If so then the signs need replacing for less confusing signs.
