Temporary Traffic Lights causing big tailbacks

Temporary traffic lights are causing long and time consuming tailbacks. The only obstruction in the road (apart from the lights) is the contractor's van. i.e. There appears to be no need for the lights.
Please could the constructors be considerate and not put the lights out to cause an obstruction during peak traffic flows (i.e. at school pick up / drop off times)?
Due to C-19, local schools have very restricted times for entry for the students - hence traffic is concentrated into a short period of time.
If road obstructions (temp traffic lights, parked lorries, etc. could be limited to between 9:15 - 3:00 it would be really helpful. :-)
These lights are being set out at peak times (during school traffic - drop off and pick up) and causing long tailbacks and students to be late!
Please can they be put out later - after 09:00 - since all students for Ashlawn School have been asked to arrive during a short window (08:30 - 08:45) and therefore parents can't stagger their journey times.
The simple solution would be for the contractor to be considerate and put the lights out after school traffic has dispersed at 09:00 - especially as there are no actual construction works blocking the road - only a contractor's van!
