Two recent large 'dog poos' have been left on our communal (8 homes) front lawn

Sent to Vale of White Horse District Council less than a minute later
Recently (last week, a neighbour - so I was told by a young lad who lives nearby) allowed their dog to foul our lawn without 'picking up' afterwards. I went out briefly today and returned to a 'new' piece of evidence, ostensibly from the same irresponsible dog owner. I have photographed both 'items' and attach them here. Please could this be investigated and at the very least could a "penalty/fine/no dog fouling" notice be placed at 4-5ft height on our nearby street lamp? I have left a message on the Environmental Healths answerphone as well.
Council has put up a warning/fine sticker on the lamppost - thanks - but the abundance of autumn leaves makes it impossible to judge whether the problem has yet stopped or not.

As far as I’m aware having last looked over the area last week, the situation has improved.
