Following resurfacing, surface water bypasses drain gullies

Following recent resurfacing, the drain gullies either side of the road at the top of Rosary Lane have been left high and (literally!) dry, so torrents of surface water from Little Wolford Road now bypass these gullies altogether.
This has been an issues throughout the more than 20 years that I have lived on Rosary Lane. When will Warwickshire Highways finally accept the dye-testing findings of Severn Trent Water, many years ago, that the culverts draining surface water gullies in Little Wolford Road and Rosary Lane are blocked or have collapsed? Resurfacing, and patching potholes, is surely false economy if the underlying problem is not addressed.
