Domestic bins blocking path

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 2321335.

Bins are always outside of residence houses on Bondfields and Kilmeston Close blocking the only pathway. They have been blocking for years. Boxes of rubbish next to bins have been blocking pathway for months.
