Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 2308191.
Thank you for promptly clearing 2 of the blocked gully drains and marking up and submitting the other 2 for clearing.
However when clearing the 2 drains that you have, the material blocking them has simply been shoveled on to the pavement creating a new problem. Indeed when it does rain heavily again, this material will simply wash back into the drain.
Are you able to "clear away all" the materials covering the North and East pavements hidden in these pictures.

Thank you for your report. I have visited the site you have pinpointed on the map, by 34 Dean Court Road, see photos, and assessed the problem that you have identified. I have requested a 28 day notice to be sent to the owners of 34 Dean Court Road, to cut back their vegetation obstructing the Dean Court Road footway.

With all due respect, you have not assessed the problem that I identified.
Actually my concern is that when the council (on request to this web site) cleared the drains last year, the surplus rain washed soil deposits were simply shovelled onto what was the pathway (See Red outline in your Photo). IF this was the solution then I could have done this myself. This was repeated when the same task was undertaken this year (see below), the shovel marks are still fresh in the soil.. The point is by simply stacking the soil on the pavement it washes back into the drain (See yellow in your photo) repeating the cycle. When the yellow drain is blocked the water follows the Green Arrow in your photo, down the public footpath to Dean Court Estate itself.
When you visited the site you will have also noticed this is adjacent to the entrance to a housing development, which has been ongoing for the last two years. In this time the Water Board have dug up the road also placing the exfil on the pavement and then infilling with fresh soil that they have brought in. Other Utility providers have followed this example when connecting this new development to their services. In effect there has been a succession of “fly tipping” by these respective authorities. It is this material that I am asking you to remove.
This problem has not been caused by “vegetation” from 34 Dean Court. Any vegetation that is there is incidental and has actually been broken off by the heavy goods vehicles accessing the building site. The maintenance of the pathways and public footpaths is a Council matter and the problem should not have been re designated to 34 Dean Court Road to deal with.

Thank you for your update to this report. In answer to this update, the soil that was stacked, by the utility companies, on the pavement and the vegetation falling from the bushes and trees owned by 34 Dean Court Road washes into the gully drains and causes them to be blocked. This soil and vegetation was cleared back onto the pavement to unblock the drains. The owners of 34 Dean Court Road were sent a request, to cut back their vegetation overgrowing and obstructing the Dean Court Road footway and once this had been cleared, a request was going to be submitted to the Vale of White Horse District Council to clear this fly-tipped waste soil. I have now submitted this request to the Vale of White Horse District Council who will clear it in due course.

Thank you for your report. After recently visiting the site again, on 05/11/2020, see photos, I have handed a further 14 day notice to the residents of 34 Dean Court Road, to cut back their vegetation overgrowing and obstructing the footway. The resident, I handed the 14 day notice to, said that he had received our original 28 day notice and was in the process of engaging someone to cut it back.

I note that you have visited the site again.
However you continue to try and push the problem onto 34 Dean Court. The problem is the blocked drains were reported via this platform to OCC. OCC half dealt with it by shovelling the blocking soil and debris onto the pavement again as they did a year ago -- you seem to acknowledge as much above.
All OCC now need to do is take away what they left behind – effectively clearing up after themselves.
