Lighting of the Town Square has failed

Town Square, Downham Market.

Two of the three reflective 'floodlights' for the town square are not working, (being those outside William H Brown & Johnsons), see photo.

I am unsure whether this is a highways issue. If responsibility for these lights lays with some other body, could you kindly pass this report to them and advise accordingly so that the record can be updated.
