Car parked over a driveway and blocking a dropped kerb for disabled access

I need to report a car that keeps parking over an access driveway and also covering a dropped kerb obstructing disabled access. I keep receiving complaints from the public about a car that parks over our driveway blocking the drop kerb and obstructing disabled access. I have spoken to the person but they continue to park there.
