Pavement Cycling and Electric Scooters

While parents and children are encouraged to walk to work and school, the cyclist and electric scooter riders have taken to the pavements . I do not know what the law is for the electric scooters, but they are a danger to the walking public and bicycles are not allowed anyhow , yet I have seen dozens of times the police ignoring cyclist on the pavement. Bicycles should not be on the pavement . My daughter was nearly run over by a cyclist who happened to have his dog on a leash at the same time , causing even more of a danger , cyclist clearly though he had right of way , like buses and taxis on the road.
