Brambles growing over footpath

Branbles and nettles etc are growing and extending over the public footpath. The grass verge, immediately adjacent to the road, has recently been cut. Why not the badly overgrown hedge of brambles, nettles, giant hogweed etc? This was reported last year, when half the public footpath had become impassable. It was dealt with by a quick trim. This is not an overgrown hedge, its a large bank of weeds that are taking over.

Its getting worse and will continue to do so if its not sorted. Theres a huge bramble hedge thats just growing and growing. It needs removing or the very least cut back regularly.
