Bicycles painted in both lanes of the road - I have no idea what they mean. They're not in the Highway Code.

The above documents only have the cycle diagram 1057 as being used in cycle lanes and bypasses with traffic islands. However, the above documents are guidance only.
In Chapter 3 of the Traffic Signs Manual, sections 11.3 and 11.4 (which you’ve quoted) describe how the sign to diagram 1057 (the cycle route road marking) should be used in conjunction with solid white lines (sign to diagram 1049B) and dashed white lines (sign to diagram 1009) to indicate mandatory and advisory cycle lanes respectively. It does not say that the sign to diagram 1057 should not be used in any other circumstances. Indeed, paragraph 10.5.2 of Chapter 3 does cite one other use of the sign to diagram 1057, without either type of cycle lane marking. It suggests it could be placed between tramlines to indicate to tram drivers that cyclists may need to position themselves between the rails.
However, Traffic Signs Regulations and General Directions 2016 (TSRGD, which is the actual law , more importantly, does not stipulate any regulations about how the sign should be used. See item 28 in the table in Schedule 11 Part 4. : - .legislation.gov.uk/uksi/2016/362/schedule/11/part/4/made Note that there are no entries against item 28 in the last two columns of the table, i.e. there are no other regulatory requirements about how the sign should be used. So the conclusion is that the cycle symbol 1057 can be used on the road without a cycle lane, so it is within the regulations to use on Folly Bridge, in the Cowley Rd carriageway etc.

Thank you for your report. We have assessed it and found that it does not currently meet the criteria for intervention, so will not be fixing at this time.
The highway Code has recently been updated with priorities for safety in regards to Pedestrians and cyclists. If you want more information, i suggest you go to Government road safety website for more information.
