Parking on double yellow, refusing to move vehicle

He parked outside our house (130 Buckingham street right on corner of Brecon street in Hull) on a double yellow meanwhile there was at least 3 empty parking spaces the opposite side. I asked the person in question politely to move mainly so my mother can park in front of our house because she has difficulty moving and cant walk far distances very well he rudely replied and given me attitude, also previously warned the person about the double yellow, it has been hours and he still has not moved.
