Mud on road due to severe flooding from blocked drains

In recent weeks, local farmer’s lorries carrying hay/straw have, once again, been speeding through the village distributing hay and straw across the highway which completely blocked road drains. In the recent heavy rainfall, the road completely flooded to a depth of over 12 inches. Local residents cleared some drains to ensure the water went away into the underground culvert. However, this has left mud all over the road and pavement and is a danger to vehicles and pedestrians including the 88 year old lady who lives there. The environment agency has told me to report this to highways. The flooding also effected the property “Thurlyans” which is a vacant small holding owned by warwickshire county council who have recently removed some of that property’s property level flood defences. Please can the road/pavements/drains be cleaned and please can you consider action to prevent lorries speeding and causing this problem in future.
