Overgrown vegitation on Calvestone Road

I reported an overgrown hedge on Calvestone Road, Rugby. This vegetation is clearly part of that road (not Callier Close) but I received this response. "Warwickshire County Council has received your report. Unfortunately Callier Close and Calvestone Road do not come under the juristiction of County Highways and we will not be able to help with this issue. It is possible that this is still maintained by the developer who originally built on the land." Are you telling me that Calvestone Road has never been adopted as a highway? This raises a series of questions. Am I, and others, insured to drive vehicles on this private land? Who pays for and maintains the street lighting? Does it mean that there are no legitimate parking restrictions or speed limits on this road? Can you please advise me which other roads on the Cawston Estate are not adopted as similar issues will exist there. I have two children and 5 grandchildren living on that estate and would like to know what the risks to them are when using the road network in Cawston.
