Road drain gully blocked and drain further cover lifting in heavy rain

The gully is located at the end of Smithy Lane on the right hand side of the gate to the public footpath. The gully was cleaned in February but the problem has not be resolved. I reported again but nothing has been done. The public footpath over private land is flood and washing away hard core and gravel that has been put down by ourselves to improve the quality of the footpath.
