Large caravan on driveway

There is an extremely large caravan parked on the drive way. This blocks view to the rest of the street were my children play, the caravan also hangs over on the path. It is believed an elderly relative is living in the caravan and has electric cables running to it from the house and also gas canisters around the caravan. It has been noticed that the legs are propped on bricks, one brick is extremely unstable and not level to the rear of the caravan when my children pass on the footpath, I believe it is unsafe and could cause the caravan to fall.
