2 cyclists 100 yds apart seen on the pavement not using the new cycle lane 6/8/2020 p/m

I kid you not, I saw two cyclists (youths) cycling on the Southern side pavement travelling from town centre to Broadwater road. They do not seem to want to use the cycle lane and have the hassle of crossing over the road by Wickes (and frankly I don't blame them either). They were quite slow and not fast. As far as I'm concerned, why not let them cycle on the wide pavement, and simply dismount/stop when meeting a pedestrian to give them priority (I used to do this years ago and never had no problems from anyone). The cycle like is not two way like a pavement, and cyclists need a two way system. This has been a waste of time and money (look at your cameras if you don't believe me). Please get rid of these lanes, widen the pavement by say 20 inches, and problem sorted. Simply put a sign to say you may cycle on the pavement but MUST dismount and give way to pedestrians at ALL times. Its that easy. You have now wasted lots of money on a lane that not all cyclists will use.
Any comments, please make them in the local paper maybe. This is just daft and about as unhelpful as smart motorways. Please also end the game of chicken that pedestrians often will play with motorists when they cross from Waitrose over the crossing when the road lights are on green and their pedestrian light on the push button pillar is on red - they still think they have a right to cross over, often wearing headphones or glued to a phone. Church road is just as bad near Sainsbury's, there is a crossing, and often the lazy idiots will cross the road without loooking maybe 50yards from the crossing. In the U.S this is illegal and should be over here too.
