Road traffic noise and speed

The traffic on the A417 (Mably Way) is causing exponential levels of road traffic noise which is significantly affecting the residents of Mably Grove (particularly from No.66 onwards who are situated practically adjacent to the road). This is seriously decreasingly decreasing the quality of life as windows have to be closed to attempt to block out noise and quality time in the garden is none existent. This is further exemplified by speeding vehicles which do not adhere to the 30mph speed limit.
Some form of sound barrier needs to be introduced and the road needs re-surfacing to reduce road traffic noise as the issue will merely grow with the hundreds of houses being built on the nearby airfield.
I would like to see what consideration was taken to increased road traffic noise during the recent new developments on Denchworth Road and what measures were agreed as there does not appear to have been any measures implemented to date.

Mably Way is subject to a 30 miles per hour speed restriction by virtue of street lighting, the limit is correctly signed and therefore fully enforceable by Thames Valley Police. Mitigating measures agreed as part of the planning process will be conditioned as part of the planning permission and should therefore be available to view on the Vale Of the White Horse District Council website. The condition of the road surface will be inspected and an update will be provided following the inspection.

Thank you for clarification. Can you please let me know exactly what looking at the condition of the road surface entails? Does that mean damage or whether the road surface contributes to increased road noise? Will you be checking that the surface has a suitable noise reduction surface? I would like to invite you to conduct hourly checks from my residence on Mably Grove which is adjacent to the road to record noise levels as I believe the road traffic noise is at an unacceptable level. Buckinghamshire County Council did this adjacent to the A413 Wendover bypass on the bridal path last year successfully both before laying a new road surface and after and the new surface reduced traffic noise by decibels to an acceptable level for residents. Would you consider a sound barrier akin to one on the A34 at Botley? This too is successful at reducing noise for residents. As an aside, reading government guidelines, It appears one can apply for sound insulation - can you advise about this please?
