Neighbour, No. 83, polluting front garden

Sent to Hertfordshire County Council less than a minute later
My neighbour at 83 Chapman Road( I am 85) leave their recycle bins on their front garden grass after being emptied out for several hours afterwards. This leaves a very bad sight, such that I cannot open my sitting room curtain, nor open windows to the extent I need given dreadful sight and smell( in the COVID situation). They do this while they are at home. I could see a middle aged and young female occupant, as well as a child whose single parent, biological, dad lives elsewhere but the child is constantly here( child protection social services issue). It is now 18:20 PM, their bins have been left out there since around noon when they were emptied by the council refuse collection service. All other neighbours have withdrawn their bin since collection was done. 83 have been home all this time. I am approaching 70 years of age, suffering from osteoarthritis in both knees, and other ailments. I need my fresh air at home especially during 'stay at home' recommendation by NHS and the government.. I am also unable to enjoy my back garden as I should, in particular in these trying times. This is due to the high pitch screams of the child whose parent lives elsewhere. I have been locking myself in yesterday and today, and in other occasions before. I wait til dusk draws in before I can practice life as should be.
I am the owner of this property(85 Chapman Road_, moved in in 1985. 83 are tenants who moved in about 3 years ago.
Today I decided to take some photographs of the front garden situation, as well as our, otherwise, clean strip of terrace houses. I do not know how to pull those photos in here. I do, however, have them in my handset and be happy to present them once contacted in person.

It is difficult to assess since when I filed this online, I was emailed back that I had reported it to the wrong page. I, then, decided not to pursue matter further & see what happens. I do not know, given your email, whether someone has acted from the council on this. If someone has, then I would hope the matter will be resolved hopefully. For now, I am going to assume the issue has been dealt with by the council. Should the issue arise again, I'll inform your dept. accordingly.

It is fixed, except for a couple of occasions. My apologies in responding late - have been feeling under the weather, improving rapidly.
