Broken glass and nails used to "protect" the top of property along walk way. highly unsafe

Broken glass and nails are way over the top to protect a property and could be very dangerous, if they are loosen and fall onto public foot path. I don't know how long it has been there only noticed today, but it is circa 1 story up on top of garden wall.
