Car park permanently on drop kerb pedestrian crossing

This car is park permanently on watercress way near to midland drive. I have extreme difficulty in crossing the road with my wheel chair. I have to use the drop kerb on midland drive to make my way in my wheel chair which is hand power. It’s very long and dangerous in navigating across the road. Please help it is a busy main road. Thanks

Car park permanently on drop kerb pedestrian crossing has been reported to the police as the council said the police will deal with the problem. The police is saying they can’t solve the problem and the council is responsible. Been two times to the police and three times to the council but to date 25/8/20 nothing has been done to remove the car obstructing the drop kerb pedestrian crossing, making it extremely difficult and dangerous for wheel chair, push chair, small children with cycle and the elderly to cross a busy main road.. these cars are driven by the same driver
