Hedge protruding into public pathway and damaged fence

Sent to Leeds City Council less than a minute later. FixMyStreet ref: 2219541.
This is the rear of 162 holmsley lane, it grows over into sixth avenue, but seems that because it is at the back of the house and the owner/occupier doesn't have to look at it or even drive past it then nothing gets done. As you can see it is about 20 feet high at least and the fence is damaged, you have to walk around it when you are on the pavement and can't walk side by side because it sticks out that far, we can't even open our windows if it is windy because all the orange bits you see on the pavement blow all over the street and end up coming in the window and all over the stairs and bathroom. I know this is a private house but can the council not do anything about it.

Still nothing done about this, with the weather the hedge is growing and problem is only getting worse.

Nothing has been done about this and you now have to walk on the road to avoid the hedge.
