Sent to Rugby Borough Council less than a minute later

The car has been there since we moved in 2 months ago, so realistically it could’ve been there for a lot longer. The car is parked illegally on a junction, with flat tyres and it has never been moved. I’ve asked the neighbours and no one knows who owns the car. Could possibly be stolen and dumped. It is currently illegally parked on a junction and causes problems when trying to enter the street. It is also parked outside our house and is restricting access.
