Our streets are no longer being cleaned and our drains are continually blocked- why?

When we first moved to Henley the streets were cleaned quickly and efficiently, particularly in the autumn, thereby leaving them in good condition and safe for the rest of the year. However, this no longer happens and they become dangerous when they are wet or icy and are a disgrace, yet our charges continue to increase on a regular basis. For many years we have had to do 2 or 3 trips to the dump each autumn with leaves and rubbish we have removed from the drain and pavement to help prevent flooding further down the hill, to enable us to park under the tree and for the pavement to be safe and in keeping with how any pavement should be expected to be.
I appreciate that it can be difficult to clean some areas of the roadside due to parked cars but the pavements are clear of traffic as are the areas around the road intersections that are constantly neglected. Visitors to the town have been heard to comment on the poor state of the roadsides, drains and pavements that become quite disgusting in the depths of the winter when the leaves turn to mulch making pavements difficult or even impossible to navigate, especially with trolley bags. It seems the pride the Council takes in the town no longer exists.
