The issue here is that it might fall on to the pavement and the A222, both the responsibilty of the Council. You might want to do something about it before it lands on one of the borough's residents - it is not unreasonable to ask/ expect the Council to ensure its citizens are safe- for example by asking the tree owner to deal with the risk. If it were OHV overhanging the pavement you would contact the owner - and OHV never killed anyone, whereas a falling tree will.
