Refuse bins being used to save car parking spaces

There are several houses on Curzon street whom are using there refuse bins to save a car parking space. It’s been going on for months now and is very annoying as when there is no parking I’d have to get out my car to move them to then park in the space. Also the space they are saving is enough for there car and extra which has been making parking in the street incredible difficult. Also the disabled space made they have been placing a traffic cone in and I believe they don’t no longer need as the lady hasn’t been seen for some time just her family.
