The foot/cycle path between Mallard Close and Old Thanet Way was originally fitted with bollards. These were designed to block vehicles but fitted with padlocks to be removable by emergency services for access if Flamingo Drive was blocked. At some point the padlocks were removed and the bollards permanently fixed into the path. I wish to check whether this has been done with emergency services agreement - is this emergency access route no longer required?
