Overgrown hedge and weeds obstructing the tarmac pavement and also obstructing highway sign

The hedge and weeds at this location are overgrown and obstructing the pavement and also a highway sign (pic 2). The accumulated weeds etc now encroach onto approx 50% of the width of the footpath. Please arrange for the hedge to be cut back, the weeds cleared and the accumulated debris removed so that the full width of the pavement is useable again.
