Pavement blocked by tables

When trying to use path on high street with a pushchair it is difficult to pass through the tables at El Castello as they are now so close to the road, when guests have dogs and pushchair walking up the middle is difficult and when going road side sometimes you have to use road as tables are over crowded. Surely they dont have the right to use all the pavement up to the crossing???
Today 7 tables out covering pavement. Saw someone with double buggy and walking child having to use road to pass. This has always been a problem eve before covid but during covid how can pedestrians pass and keep to social distancing guidelines ??

They are increasing the amount of tables and now using the barbers frontage too. You can see in picture there is a pushchair blocking between two tables. There was also bags on the floor behind chairs. Yet again i was forced to walk on the road to pass with pushchair / toddler and dog ! Does an accident have to occur for you to do something !
