The tree is too big, roots pushing up driveway

Hi, I reported some time ago about a tree that is to big, which is asked to be heavily pruned and was refused due to being protected. the roots are pushing up the driveway, large branches fall off, telephone lines run through the branches which will get damaged, the tree concerned is outside the properties off 223 & 225 Camphill road, CV100JS. what is that I cannot understand is that the resident of 215 Camphill road had the same type of tree (same height) outside his property and that was totally removed and a new tree put in (photo attached), I am not asking for the tree to be removed but requires serious attention.
