Car parking double yellow lines

This car parks here like this 99% Fridays and Saturdays. It doesnt even live down the street. Always here after 7pm. Makes hard to for surrounding properties to get on their drives.

    These double yellow lines on black and amber way off North Road have been down for 3 years now and have never been enforced. It is nearly impossible for us to get on and off our drive without going up and down the high kerbs and damaging our car when these people park here who are visibly breaking the law. This needs sorting.. i don't think anyone should have to put up with this for more than 3 years.
