Sunken road

It’s hard to see in the photos but the toad has sunken and when driven over my suspension feels like it’s hitting the bump stops. There are drains directly under this point (3 manhole and drain covers adjacent) It is also where two sections of road join, ie different tarmac colours. Had the drain leaked and caused the road to drop? Is it just poorly laid? Either way it sounds like it’s causing damage every time I drive over the section of road Relevelling of surface would be good
