Abandoned vehicles preventing other road users from parking

For the past 15 years the grass verge which is part of the public highway (see photo) has been maintained by myself. Over the last year and a half, a resident has been permanently parking 4 to 5 cars at a time on the road, for a period of 3 to 6 months. The cars in the photo is an example as to where these vehicles are permanently parked. As a result of this other vehicles are parking on the grass verge and other local residents are been denied parking on the road, due to these parked vehicles. Can I be given permission to install wooden posts to restrict vehicles from parking on the grass verge, as I do maintain the grass verge which is damage due to the vehicles parking there.
