Dangerous design of M3 bridge

Hi. I'm PC24002 Jeffery of Hampshire police. We are getting calls to children climbing on the underside of the M3 bridge over the Itchen River at Hockley. This is daily in hot weather. Advise given but a long term remedy is needed to stop it happening as I assume Highways could be liable. The only support beam that's accessible for them is the central two on either side of the river. The kids climb out for 20 metres over concrete before the water. All I am suggesting is a cheap fix of adding anti climb paint to the supports or create another obstacle to stop climbing.
