Council REFUSING to deal with fly tipping it ADMITS is going on?

As can be seen from the photograph, The site directly behind a residential area, is being used as a site for flytipping DOMESTIC waste. Recently a member of the council visited the site (WRT breaches of planning permission), and ADMITTED this is being used for domestic refuse! As this is BY DEFINITION flytipping, and as such is a SIGNIFICANT health risk (it also includes animal waste from horses and dogs), this is in breach of local laws wrt flytipping.
They have been allowed to get away with this for YEARS, as the authorities have REFUSED to even turn up (until recently). EVEN THEN, they are given latitude to dump BY COUNCIL EMPLOYEES.
HOW is this acceptable? HOW can council tax payers have to suffer living next to an UNAUTHORISED dump?
WHY aren't the council doing ANYTHING about this?
