Puppy farm YET AGAIN constant barking

Since 9pm, there has been CONSTANT barking of multiple dogs from the "farm" that is breeding the same dsog multiple times a year. It is now 01:50 am, and the dogs have been barking for MINIMUM 4 hours constantly. This is a COMMERCIAL property, which was built WITHOUT planning permission - only given at a later date.

If it isn't dogs barking for several hours NON STOP, it's horses whining or noises from donkey. This noise pollution in the military would be considered torture.

The tenants of the "farm" went out of their way to ensure these animals were as near to a residential area as possible.

Surely the council CANNOT allow a commercial venture to effectively torture residents without recourse. HOW can children sleep with dogs constantly bark? Would YOU accept it literally right next to your property?

This has been going on for best part of a decade, and NOTHING is being done? WHY?
