2 builders skips on public land behind houses in Cherwell Drive

On the public soft shoulder of Great Ashby way, behind houses in Cherwell Drive, there are currently (as of Sunday 14th) 2 builders skips full of rubbish. Have they permits to be here? One has been there at least a week, a second appeared Friday.
Still one skip in situ. At some time last week kids were taking stuff out of the skips and throwing it at passing motorists. Will the builders re-instate the soft verge, I fear not. Why is this allowed to happen on a major road in Stevenage?
