Anti Skid surfacing worn out on High Rd Eastcote

The anti skid road surfacing on High Rd Eastcote and Eastcote Road has worn down and is now causing a lot of vibration in nearby houses due to the heavy traffic flow, which is worsened when vehicles are driving over the narrow bend and drains. Can the entire road surface be replaced with a smoother surface and fix the speeding signs aswell.
