Patch of council land not being tended

A small patch of land at the corner of the glen needs attention. It has a nice tree growing on it but the land itself is unsightly. My husband has cut the grass - mostly weeds, removed the ivy that was strangling the tree and constantly removed rubbish. We have tried to keep it getting out of control, we have investigated buying it - but Bromley can’t decide which dept owns it. If it could at least be dug over and Planted with some nice plants .. or if you could supply us with the plants we will plant them... I know the council does this for some roads in park Langley, it would look so much nicer than it does now as it’s an eye sore.
