Thank you for your report. I have visited the site pinpointed on the map. With regard to the 'overgrown grass verge', urban grass verges are cut once per year and this will be cut soon under this program, see web link: https://www.oxfordshire.gov.uk/ residents/ roads-and-transport/ grass-cutting
With regard to 'tree growth obscuring the streetlamp' and looking at your photos, I assume you're referring to the street light opposite 111 Southern By-Pass Road. I am passing this on to the Trees Team to assess.

The bulb is now hanging out of the fixture and probably close contact to the trees

None of the 3 issues are fixed. The grass has not been cut. The trees envelope the street lamp. The street lamp bulb is hanging out of the future. and surrounded by leaves and branches.

The trees have not been trimmed and even bigger now. The lamp is electrified while still hanging out of the fixture. One issue is fixed: The grass verge has been cut back.
