Someone using bird scarers

Sent to East Hertfordshire District Council and Hertfordshire County Council less than a minute later. FixMyStreet ref: 2138402.

Bird scareres going off at 4.35 am then every 5 minutes - been told farms at junction of b181 roydon road & a414
