Big black bag of rubbish gradually breaking open.

Sent to South Oxfordshire District Council less than a minute later. FixMyStreet ref: 2136414.

A large bag of domestic rubbish has been dumped in the grass verge and is gradually being opened, I presume by 'animals'. Smells very unpleasant in the current weather. There is often gardening debris left in the field entrances but the domestic rubbish is a new occurance.
