Blocked drains with tree pollen

Hi there. I am emailing on behalf of the residents of Rugby tRoad Leamington spa. Our drains never get cleaned due to cars parked outside houses. We need to designate a time the road cleaned comes so we can move our cars. The drains get so blocked with the tree pollen and leaves and therefore no water goes down them. There is a lack of drains already which means surface water gathers all outside 75 Rugby Road, Milverton opposite st marks church. In the past this caused a flood in the cellar. We need these drains clean the water another drain put in but if we don’t know when the rain sweeper is coming we can’t move our cars. Please advise we have been sweeping it away but the drains are fully blocked. Thank you
